ABSTRACT:
Solution of the recent negative $m^2_{\bar\nu_e}$
puzzle was derived. New methods of the estimation the changing-points
were proposed for neutrino mass estimation. The ill-point property of the
inverse problem of the reconstruction the theoretical $\beta$ spectrum
from the experimental spectrum was investigated.
